The Impact And The Countermeasures Of New Trend Of U.S. Trade Remedy On China

In recent years, as the accelerated process of economic globalization, economic exchanges between countries have become more and more frequent, and the economic interdependence has also continued to increase. But at the same time, trade protection measures such as trade remedies occur frequently. The increasing economic conflicts and frictions between countries have seriously restricted their economic development and the pace of global trade liberalization.Since reform and opening-up, as a newly trading nation, our country has developed rapidly and become the world's largest developing country. The intensifying economic ties between America and China make them become one of the most important trading partners for each other. The growing Sino-US trade volume plays an important role in economic development. However, due to the economic development imbalance and other reasons, the Sino-US trade friction has heated up in recent years. For a variety of economic and political factors, the United States frequently implement countervailing, anti-dumping and other trade remedy measures against our export products and enterprises to restrict China's exports. And these measures have seriously affected China's foreign trade and export revenue. With the changing trade environment, trade remedies from the United States take on new trend, and the impact on China's economic development is also increasing.In view of the growing Sino-US trade remedy issues, it is necessary to enhance the research on the new trend of U.S. trade remedy, and then make appropriate policy recommendations to circumvent the trade remedies and minimize the impact effectively. On the basis of existing research, the author will analyze the new trend of U.S. trade remedy apply in-depth, using the theory and methods that have learned, applying the WTO and U.S. trade remedy system for the theoretical support, referring to the authority statistical data from the WTO and China's Ministry of Commerce. And then, make some constructive and feasible countermeasures.This paper is divided into six chapters:Chapter I is introduction, introduces the research background, concepts and forms of trade remedies, literature review and the content structure. ChapterⅡsummarizes the WTO and U.S. trade remedy system as a theoretical support of the paper. The third chapter analyzes the current situations and characteristics of the U.S. trade remedy against China. ChapterⅣanalyzes the underlying causes of the increasing trade remedy measures from United States, from three aspects. ChapterⅤanalyzes the impact of U.S. trade remedy measures on our country, mainly through a number of actual cases and statistical data. ChapterⅥ, on the base of the above analysis of the new features, causes, effects, put forward a series of policy recommendations that how can we cope with U.S. trade remedies from the government to corporations.The significance of this paper is to help our government, industry organizations and companies to understand and master the WTO and U.S. trade remedy systems, enhance the international competitiveness of our products, and improve the industrial structure through the study of this topic. Meanwhile, use the international trade remedy rules effectively to resist unreasonable and unlawful trade remedies and protect our own legal rights and economic profits. The policy recommendations will help us take forceful measures to protect the domestic industries developing healthily, and to ensure a more free and fair international trade environment for our enterprises and products. Through the learning of WTO and U.S. trade remedy system, we should summarize our practical experiences, further optimize and improve our trade remedy system combined with our own characteristics, change from passive to active to maintain legitimate rights and interests.The innovation of this paper lies in employing the research method of combining theory with practice and the strong timeliness. The paper is supported by the knowledge of trade remedies and WTO and U.S. trade remedy system, and analyzes the new trend of U.S. trade remedies and the impact on China by means of the latest data and cases. And on the base of analysis, the author puts forward some constructive and practical countermeasures. However, due to the limitations of academic level and research capacity, the paper still has many deficiencies. First, there still exist some shortages in data collection, leading to less quantitative analysis of the impact of the U.S. trade remedy and less persuasive power. Secondly, the theoretical analysis of the text seems slightly weak. Some research only stays on the surface. There need more meticulous and deepgoing analysis and discussion on some point. Thus there are some shortages in the paper remained to be improved by means of continuous learning and exploration.
