This essay is based on the background of central macro-control in 2010,it studied the problem and difficulties of the adjustment during the new period's macro-control,and it based on local government's angle of view discussed how to achieve the optimization of the real estate policy under the central macro-control policy.First of all,the essay analysised the general background of the new period's central macro-control.In China,the estates industry developed rapidly, and brought some problems which need to be solved urgently:the irrational booming of property market,the conflicts between cultivation occupation policy and local land policy,etc. The central macro adjustment is not only to adpted the new requirment of the developments of estates industry in new period, but also to smoothen the transfermation of local economical industry. It is an assurance of the stable, healthy and sustainalble development of China's economy. But the process of macro control is striking one snag after another, this paper will start with the development of the estate industry,clean up the interest relationship, and analysis the marco contrel.Second of all, the weakening realisation of macro control policy in local goverment is closely related with the dilemma situation of local goverment.On one hand, local goverment need to use local real estate policy to gain the budget to develope the local economy to complet the evaluation from centrol goverment,on the other hand, local goverment has to follow the central goverment's administrative decree to limit the development of property market. No matter how, local goverment get game space of all the policy, local and central govement's relationship has transfer from "zero-sum game"to "non zero sum game "based on the capacity of interests,local goverment could make a choise that optimized land policy in the space of centrol policy based on the new period relation of local and central goverment. At the same time, the Shanghai government,Guangzhou government and Chongqing goverment are good examples to follow, it systematicly solved many porblems during the control of property market.It accelerates the speed of transfermation of local ecnomic structure while controling the irrational booming of property market. And it pushed the second time of fast growth of local economy by clusting all the new industries. |
