A Study On The Evaluation And Promotion Of Innovation Capacity Of Guangxi Agricultural Science And Technology Park

This paper,based on the need for agricultural science and technology park(hereinafter referred to as "park")under the agricultural modernization development strategy in the new era,combines with the situation of innovation ability construction in Guangxi Park,and builds an evaluation model in accordance with innovation capacity construction in Guangxi Park by using analytic hierarchy process(AHP)from the park components.Adopting the evaluation model,a standardized linear weighting method and benchmark values are combined to determine the scores.The first batch of nine Guangxi autonomous region-level parks is selected for empirical analysis.Data collected by '2017 Guangxi Agricultural Science and Technology Park Monitoring and Evaluation Report' and relevant summary,and data reliability determined by field investigation and e-mail consultations,etc.The results of analysis suggest that there is a significant difference among the innovation capability of the nine parks.Cenxi Park's Innovation Capability Index scored the highest,followed by Xixiangtang park and Fuchuan park.According to the results,this paper finds out five main reasons that restrict the development and innovation of parks:(i)without distinctive local business in parks;(ii)unsound operation management mechanism;(iii)insufficient investment in agricultural science and technology construction;(?)weak resource aggregating ability in technological innovation;(?)without a strong atmosphere in agricultural science and technology innovation.Then the study classifies the park according to the evaluation analysis.For the different types of parks,four types of lifting paths are proposed from six aspects including industry promotion,fund raising,organization management,innovation and entrepreneurship chain,integration and innovation,and technology diffusion.These four lifting paths are taking technology diffusion as the main line,taking integration and innovation as the main line,taking innovation and entrepreneurship as the main line,and taking service innovation as the main line.
