Poverty, the cumulative result of problems in economy, society, environment and other fields, poses threats to the economic development and social stability. Although people define poverty in many different ways, they share that a person or a family are always reduced to hardships if they are lack of the ability to maintain the lowest living level, essential life materials and services. With the increasingly deepened social transformation and reform, and the underdeveloped social security system, poverty in urban has become a noticeable problem in the social and economical development. The poverty-ridden people in urban have brought heavy burden to our country and community in life, employment and social security, etc. They thus severely threaten the social stability.The research on urban poverty will help our system work out the reasons reducing urban people in poverty, distribution and specific difficulties confronting them, etc. This study will provide objective reference for the formulation of anti-poverty policies so as to fight against urban poverty from policies and institution. Meanwhile, channels will be proposed from the public policy perspective for mitigating people's "rights poverty", fully utilizing the grass-root organizations, communities and enabling people express their desires for rights and benefits. As a basic state policy, the urban social security system is shared by the public. Another problem this paper focuses on is that how to display the maximum marginal effects of limited capital.
