With todays globalization, every country has to formulate policy as an important task of national development, policies have been infiltrated into all aspects of social life. Scientific and technological development is an important force in the national economic development, governments regard as an important national policy of science and technology policy. Science and Technology Policy is the country's objective and basic principles in the period which is formulated in order to promote and coordinate the development of science and technology. Science and Technology Policy and political policy, economic policy and culture, education and health policy component the national system of general policy. In China, science and technology policy has played a very good guide since the reforming and opening state, which takes science and technology for a clear direction, play to the social function, avoid or reduce errors in decision-making. However, the reality problem is a good policy is not effectively implemented, so that policy did not achieve the desired objectives or policy issues do not want to play a role, ultimately lead to policy failure. Policy Failure leads to develop the policy can not play its due role and waste a lot of policy resources, but harm the country and the people's interests. Execution of science and technology policy as a part of public execution is to introduce the concept of execution-related areas of science and technology policy, is the successful implementation of the government an important part of the Government's expectations of science and technology policy goals into reality an important guarantee for the results. So seriously studying decision-making bodies and government policy implementation process and technology policy implementation power relations, is the failure to find technology a key factor in policy implementation, so that it is important to research execution of the science and technology policy and practice theory.This thesis studies science and technology policy in the field of science and technology policy execution, that the government functions effectively play the role of science and technology policy as well as positive interactions between the executive force, is the successful implementation of science and technology policy effective protection. Paper is divided into three parts:The first part is the "Concepts and theoretical analysis of effective execution of scientific and technological policies ", this chapter introduces the concepts related to execution, on the basis putting forward the concept of science and technology policy execution. Then, introducing the two scholars of foreign policy implementation theory, and a detailed analysis of the theory.The second part is the "Analysis of practical issues in effective execution of scientific and technological policies ", which is the focus of this paper. First, clear the government science and technology policy formulation and implementation of the subject, in this paper based on the execution of science and technology policy and government relations. The second section describes the implementation of government policy in science and technology problems encountered in the last analysis the cause of both science and technology policy and government.The third part is the " Basic solutions to ineffective implementation of scientific and technological policies ", this chapter put three aspects of the measures forward to these reasons, first optimal science and technology policy as conduct of the subjects, on this basis enhancing the quality of policy making and implementation, finally establishing and reinforcing a legal support system for the implementation of scientific and technological policies.
