Critical chain project management method is developed on the basis of Theory of Constraints which is a new method for project planning and scheduling.Compared with the traditional schedule management method CPM/PERT, it has obvious advantages.The scheduling does a more effective response to the project's actual situation, eliminating the impact of uncertain factors on the duration of the project.Critical chain identifying and buffer settings are two main directions on current critical chain project management. In this paper, critical chain identifying and buffer settings under multi-resources constraints was advanced, which based on the critical chain project management method under single resource constraints.On the identification of the critical chain,it respectively discussed the scheduings under single and multi-resource constraints, and established the minimize duration of the model considering the process logic relation constraints and resource constraints. This paper focuses on the model of setting buffers in multi-resource constraints after identifying the critical chain.Considering of the effects of project resource intensity, process complexity,process criticality,process duration ratio and managers' preference to risks on buffers, established a buffer setting model under a multi-resource constraints.Finally, through the case of Dawenhe Bridge, which on the basis of the min-duration of the model established on this paper, a genetic algorithm was designed to solve the critical chain identifying under multi-resource constraints and minimize duration. Based on the critical chain identifying, project buffer was set up in according to the buffer setting model under multi-resource constraints raised on this paper. By using Monte Carlo simulation technolg,it showes the advantage of the critical chain project management method, comparing the critical chain project management method and the traditional Cut and Paste(C&P) and Root Square Error(RSE) methods through the Crystal Ball7.0.Meanwhile,by using the critical chain project management method and the setting of the buffer model to manage the schedul of Dawenhe Brige,the results showed that, to a certain extent, the new method could reduce the duration of the project and eliminat the effects of uncertainty on the duration of the project, which has a certain value, compared with the traditional schedule management method.
