While the development of information technology and the change of market mechanism, the operative activity that take project as central gradually generalized because of its better adapt and innovate ability. Simultaneously, multi-project management becomes more popular due to the division of labor and process's complexity, so such as resource conflict and schedule delay and other related problems that in multi-project schedule management must be solved.In this paper, we will analyze the traditional project schedule technology's deficiency and suggest drawing the Critical Chain Method into multi-project schedule's planning and controlling, in order to promote its validity and stability. In this process we will use causal loop diagrams as a tool to describe the Critical Chain's essential principle and exhibit what the Critical Chain improved compared with traditional method visually.Drawing the Critical Chain Method to make the multi-project schedule plan, we must focus on the resource conflict between multi-projects. So we build a symbiosis mechanism and take series of steps including identify bottleneck resource, judge project's priority and make work plan for the bottleneck resource beforehand. The main work is that the Indicators Evaluation System is build up based on Balanced Scorecard, and the Fuzzy Synthetic Evaluation Model is used to quantitatively evaluate the priority.During the controlling process, evaluate safe time based on working procedure classification; calculate Project Buffer and Feeding Buffer. Then build the controlling mechanism based on task sequence penetration, buffer penetration and cost penetration.Then the customization of large machine tool enterprises was taken as example, expatiate concrete application of the method. Project2003 is used to make schedule plan respectively based on PERT/CPM and CCM, comparing the results will demonstrate that the latter make the period shorter and cause less risk. At the same time this paper talks some transformations in management to support the application of CCM, including optimizing the management system, building the controlling mechanism based on PB and FB, as well as the resource conflict management based on CB. Thereby achieve the goals smoothly.
