Because of the conditional restrictions of water resource, coal, green space, land, etc. resources, the development of power supply of Shandong Province has greatly affected the social and economic development. Shandong should actively take in electricity from other provinces, vigorously develop nuclear power and encourage the development of new energies in the future, apart from developing high-efficient coal-fired thermal generators with large capacity, resulting from its energy structure. In November 8,2008, "The Strategic Conference Summary on Promoting Shandong's Power System Establishment and Implementing 'Taking in Electricity from Other Provinces'" was concluded and signed by National Electric Net Ltd. and Shandong Provincial Government in Jinan. During the conference, the two parties agreed to boost the development of Shandong's extra-high voltage (EHV) power network actively, quicken the implementation of the strategy of "Taking in Electricity from Other Provinces" and the construction of relevant projects, guarantee the energy safety and the reliable supply of power for Shandong, and ensure the sustainable development of its economy. In December 8,2008, NDRC approved the construction of Ningdong-Shandong±660 kv. DC Transmission Demonstration Project (Ningdong DCTDP), which is west to East of Yinchuan Convertor Station of Ningxia, and east to Qingdao Convertor Station of Shandong, with the line length of 1,335km, the rated transmission power of 4 million kw., and the total investment amount of RMB10,385 million yuan.Ningdong DCTDP is a huge networking project of North-west Power Grid and North China Power Grid, bundling the hydroelectricity on the upper reaches of the Yellow River in the northwest and the thermal electricity of the Ningdong Thermal Power Base to be sent to Shandong, and achieving resources optimization deployment. The construction of this project can help utilize energy resources and take in electricity from other provinces, reduce the transportation pressure of coals and its coal consumption, advance the transformation of its developmental mode of the electric power industry, develop power transmission and coal transport simultaneously, and form a reasonable energy structure. It takes full advantage of the hydroelectric capacity and the rich coal resource in the northwest area to improve hydroelectric utilization, relieve the pressure from coal transport and reduce transport losses; provides Shandong Power Grid with certain load regulating capacity when meeting its power demand, improves the economical efficiency and the reliability of its operation and reduces primary energy consumption as a whole. After the project went into operation, Shandong Power Grid took in 4 million kw. electricity from Ningxia Power Grid, which enables Shandong to save 11.2 million tons raw coals per year, reduce 57 thousand tons discharge of sulfur dioxide, reducing by 1.1%. Therefore, the project will bring great economical, social and environmental benefits to Shandong Province.This paper is aimed to expound and prove the necessity of Ningdong DCTDP through a profound analysis and research, to provide feasibility reference for Shandong to have more EHV long-distance power transmission projects, strongly improve the transmission ability of the power grid, promote the coordinated and harmonious development of power supply and power grid, earnestly change the situation of limited development for Shandong Power Grid, and provide forceful support for developing Shandong into an economically powerful province.
