Research On Scientific And Technological Services Of Heilongjiang State-owned Farm Farmers' Professional Cooperatives

Heilongjiang Land Reclamation Area is one of the three major reclamation areas in China.It has the largest state-owned farm group in China and is an important commodity grain base and food strategy reserve base in China.Developing agriculture is the foundation for socialist modernization and the building of a well-off society in an all-round way.From 2004 to 2018,the Central Committee of the Communist Party of China issued the No.1 Document of the Central Committee on the theme of “Three Rural Issues” for 15 consecutive years,emphasizing the important position of the issue of “agriculture,rural areas and farmers” during the period of socialist modernization in China.Farmers’ professional cooperatives are also an indispensable part of the agricultural development process.Since the promulgation of the Law of the People’s Republic of China on Farmers’ Professional Cooperatives in 2006,the number of farmers’ professional cooperatives has been increasing,the types of development have gradually increased,and the development model has gradually improved.As an organization that adapts to the development of contemporary agriculture,farmers’ professional cooperatives have important significance in the process of development,in improving the quality of farmers,accelerating agricultural modernization,and increasing farmers’ income.This paper will take the farmers’ professional cooperatives in the state-owned farms in Heilongjiang Province as the main body,and take the agricultural science and technology services in the cooperatives as the research object.On the basis of studying domestic and foreign literatures,this paper explores the development of science and technology service activities of farmers’ professional cooperatives at home and abroad.Through the field investigation and research on farmers’ professional cooperatives in state-owned farms,this paper discusses the current situation of science and technology services of farmers’ professional cooperatives in Heilongjiang state-owned farms,and analyzes the lack of deep scientific and technological services,lack of funds for scientific and technological services,lack of professional and technical talents,and lack of scientific and technological promotion of cooperatives.Enthusiasm,technology service channels and single areas are relatively simple.At the same time,the domestic Xinjiang Xinjiang Corps Shihezi “Xinlu Rabbit Professional Cooperative”,Hainan Farming Leguang Farm “Lefu Tropical Fruit Industry Cooperative” and foreign farmers and cooperatives in Denmark and Japan were selected as examples to learn from the advanced development.Experience,promote the development of science and technology service activities of farmers’ professional cooperatives in state-owned farms in Heilongjiang Province,and finally propose countermeasures for the development of science and technology services for farmers’ professional cooperatives in state-owned farms in Heilongjiang Province.Therefore,actively exploring the issue of science and technology services in the development of farmers’ professional cooperatives in state-owned farms in Heilongjiang Province plays an important role in guiding the maturity of farmers’ professional cooperatives on the farms,improving the agricultural production level of each farm,and developing modern agriculture in the region.
