Investigation On Management Of Seafarer Services

Faced with the current complicated and constantly changing international situation, the shipping industry has to lay emphasis on the human resources of seafarers if she wants to own the advantage in competition, for they are the competitiveness for enterprises. The seafarers'service agency, as the service platform, will shoulder very important mission in China's changing process from a large to a strong seafarer exportation country. Therefore, it is an important subject for China's shipping world and maritime administration to concern about the development of service agency and put forward effective managerial measures.With the development of shipping industry, both the seafarers'service agency and consequent problems arise, which incurs a chaos in seafarer's service market:some of the agencies sign various unequal treaties with the seafarers; they pursue interests and attract the highest management fee; they make false certificates for the seafarers. In 2008, China Administrative Rule for Seafarers'Service is published, which is aimed to strengthen the seafarers'service management and to stipulate the behavior of seafarers' service agency. This rule made a concrete regulation and also filled China's legal blank for the managerial regulation of seafarers'service agency. Nevertheless, just a complete regulation is not enough, a decent working method is also needed for the maritime administration to supervise and manage the seafarers'service agency. Only in this way can the regulations be carried out effectively and exert its function.The author is now working at the management post of a seafarers'services. Based on a deep study of managerial regulations and stipulates of seafarers and related materials about labor contract management, the author chooses China's seafarers' service management as the research object and makes a study with the related knowledge of MPA course. He firstly states the current development situation of China's seafarers'service agency, and analyzes the obstacles and reasons. About these obstacles and reasons, the author poses the service purposes and aims of the service agency and also proposes a principle which can fulfill the service management. As the main supervision custody of seafarers, the maritime administration should give full play to its coordinating function, and strengthen the cooperation of each department so that the managerial effects can be achieved.
