Zhejiang is a "waterway transportation" Province with rich ocean resources, long coastline and numerous islands, in which waterway transportation plays an importance role and its turning-over accounted for 67.6%. Zhejiang Province Government has put forward the objects that the through-put of coastal harbor will have amounted to 150 million tons and 30 over 10-thousand-ton deep water berthes will be established in 2005, and in 2007 the through-put of container will be over 7 million TEU, two times that of 2002. To realize these objects, to make full use of the advantages of rich resources deep water coastline and location of Ninbo and Zhoushan in the "T" junction point between Changjiang River and south-north coastline, to bring the export-orientated economy of Zhejiang and numerous containers into full play and to play the natural advantage role of excellent inland water-net, we must adjust the structure of shipping companies and vessels and train numerous high-quality seafarers and shipping management personnel.There are numerous shipping companies, enormous seafarers and rich seafarer manpower in Zhejiang Province. However, the programme of manpower is in "natural development" state and the structure, supply and demand of manpower have never been studied and planned, up to now, the study of overall development strategy of seafarer manpower never be conducted.In view of the above-mentioned, how to optimize and rationally dispose the resources of manpower to meet the needs of shipping development and to guarantee its continuous, quick and healthy development are studied in this paper, which will provide the reference for the shipping authorities and the part concerned.This paper consists of six parts as follows. In introduction, the questions to be solved are first put forward, then the present state and scope of study and desirable results are introduced; Chapter One analyzes the present situation of seaman labor market at home and abroad; Chapter Two introduces the fundamental conditions of Zhejiang such as shipping companies, seaman manpower resources and structure, seaman labor export, training organization, etc; In Chapter Three, the study means and methods adopted in the paper are introduced; In Chapter Four, the analysis and forecast of vessel hauling capacity, quantity of vessels and the seaman quantity, structures, levels of various ranks are conducted; Based on the above-mentioned, the development strategy of seafarer manpower resources is put forward in Chapter Five.The conclusion can be drawn that the quantity of seafarers in Zhejiang Province never meet the demand of vessel development and adapt the needs of navigation safety. The Government should work out a favorable policy for navigation schools or colleges in exclusive founds of equipments and facilities. The navigation school should bring the subjective initiative into full play, enlarge the scope for running school, do better in navigation education and strengthen the training in practical technical ability, professional morality and physical quality for adaption of seafarer profession.
