The 18th national congress of the communist party of China(CPC)announced the strategic goal of building a "maritime power".Its key point is to build a powerful ocean transport fleet of ships which is an important guarantee of national import and export trade in and out of the open,and the seafarer is actual operator of fleet and is the core human resources of the powerful ocean shipping fleet the seafarer is an important force for building a maritime power,promoting the construction of "One Belt And One Road",serving international trade and promoting the development of shipping industry.World-class shipping companies need first-class seafarers to escort.As the global economy is growing rapid,seafarer resources have increasingly become the core factor for shipping enterprises' competition.In the shipping industry competition is increasingly fierce recently,seafarer resources have increasingly become the core elements of shipping enterprisesr competition on the international stage.If a large seafarer resources team is mastered,it will take the initiative in the international shipping market competition.As the saying goes,"preparedness ensures success and unpreparedness spells failure".In order to support expands of the shipping enterprise,it is necessary to carry out planning for the important human resource of the seafarers,In this article,based on A shipping company fleet development strategy,on the basis of the enterprise human resource planning theory,through the in-depth analysis of the present situation of A shipping company's seafarer human resources,in view of the difficulties and challenges of the seafarer,carry out the seafarer human resoxurces planning and solutions designing for the next three years,the plaxning mainly includes seafarer human resources' number planning,quality planning and structure planning,the solutions designing mainly includes the seafarer replenishment plan,training and promotion plan,quality improvement plan,ship maiming structure optimization plan,human resources management policy adjustment plan and etc.,on the basis of the planning scheme,following up with the safeguard measures regarding the recruitment management,training and development,nomination and employment,wage&welfare,performance assessment and the promotion and etc.The end is the final conclusions and enlightenment*This research has certain guiding significance for the seafarer human resources development planning of the research company,and also has certain reference significance for other shipping companies.
