In the beginning of 1990s, the trade globalization and the economic integration brought the rapid development of shipping industry, as well as the continuous prosperity of seafarer manning market. Yet the shipping industry has not fully recovered from the financial crisis of 2008. The business volume shrinks sharply, and the seafarer manning market has been badly affected. At the same time, the differences among products, qualities and services become smaller and smaller due to the wide use of information technology and the development of Internet. Moreover, the customers are pickier, and the market competition is more intense. The production-centric and sale-targeted marketing strategy is being gradually replaced by the customer-centric and service-targeted strategy. The seafarer manning companies in China have to face the important subject on how to survive and develop in the competition of labor dispatching market.The basis of the paper is the theories on labor dispatching, customer relationship management and management information system. The paper takes S seafarer manning company as a research object. Investigation shows that several problems exist simultaneously. One of the problems is that it is hard to manage the labor dispatching due to the diversity of the interest driven ship owners and the seafarers. The company itself has many problems such as vague strategy, poor planning, unreasonable organization structure, improper process, management confusion on customer information, low level informatization, etc. To solve these problems of S seafarer manning company, a theory on customer relationship management, together with the means of informatization, is proposed as the feasible solution. The meaningful reference for management is provide to the labor dispatching company. Two major tasks have been finished and introduced in the paper.The customer relationship management theory is applied to the seafarer manning management in company. The labor dispatching management is an important part of the labor relationship of a company because it is a flexible way to dynamically allocate labor resource. Therefore, a model based on the seafarer manning management of S company is established. In the model, the ship owners and seafarers are taken as customers. The customer relationship management is applied to all the procedures of the company. The working process and organization structure are optimized. Customers are categorized according to some scientific specifications. Different strategies are applied on different customers. Questionnaire is used as an effective means to find the way to satisfy the customer.The information system is established to assure that the model based on customer relationship management work well. The information system can collect the customers’information by many ways. It quickly categorizes customers according to the evaluation specification to implement the different management on different customers. It largely improves the response speed to the customers. It also regulates the management process and reduces the repeatable maintenance work. At last, it provides support for the mangers’decision making.
