Based on the importance of the development of renewable energy, countries in the world have reached a consensus on the point of view 4E (energy security, economic growth, environmental protection, employment increase), who have been developing renewable energy actively and have developed national goals. To achieve these goals and overcome obstacles to the development of renewable energy, the world developed a number of individual policies.On the basis of a brief analysis of the individual policies promotion about developing renewable energy, this paper analyse the EU and China's renewable energy policy in detail. The reason why EU renewable energy development has made such a remarkable achievement is that it has adopted a series of policies to support renewable energy.First of all, this paper analyses of the EU renewable energy policy system comprehensively and carefully, such as the establishment of clear development goals, integrated use of price incentives, financial subsidies, tax incentives, credit support and other economic incentives, the strong support of energy development in terms of capital and talent of developing renewable energy and the focus on the international cooperation, and arrives in the conclusion that EU has more policy advantages in the aspect of developing and promoting renewable energy development.Secondly, the development and utilization of achievement, goals and problems of China's renewable energy are analyzed. Combined with China's renewable energy policy system, we can draw the opinion that although we has made a rapid progress in the renewable energy development and utilization], there is still a big gap compared to other developed countries such as EU, and the existed problems have a big relation with the impefect of policies.Finally, as for the problem and obstacles in the policy level during the process of renewable energy development and utilization, we can learn from the EU renewable energy policy experience in the following aspects:to strengthen the construction of the legal and related supporting policies, and further to take a combination of economic incentives, supply and demand side policies, to support renewable energy technology research and development, to continue to strengthen international exchanges and cooperation, etc.,and find the proposals and measures to improve our country's renewable energy policies.
