In recent years, commercial property has been in the ascendant in our country. The pace of construction and scale development are fast. As the hottest type of business in commercial property, Shopping mall has become the new trend of investment and extremely popular with the investors because of success in Europe and the US as well as the related effect of high added value. In order to stay a competitive status in the fierce market competition and gain good economic benefit, the commercial property development enterprise must pay much attention to investment control and practically improve the investment control level.Through analyzing the current situation of the investment control of commercial property development enterprise, the article finds several problems, including insufficient attention to investment control in decision making stage; neglecting commercial operation planning in the design stage; light plan leading to investment out of control; tender that didn't play a role of investment control; insufficient attention to target management, dynamic management, and whole life cycle cost, especially the cost control problem in the operational stage, etc. It points out that the challenges faced by existing enterprise are as follows. Various traditional and new typed business develop fierce competition for the market share; with the implementation of adjusting policy of residential property, the commercial property has entered the view of macro-regulation and control, which puts forward higher requirement to the development of commercial property; how to manage investment control well and make the project obtain the largest investment profit will finally determine that whether the commercial property project may win in the fierce environment. Meanwhile, through the research and reference of the domestic and foreign theory and experience of construction project investment control, it confirms the key points of investment control in the seven stages of whole life cycle of commercial property and puts forward the methods and measures of investment control. They are as follows respectively: pay attention to investment estimate in the decision making stage; in the design stage, plan the business operational plan before the construction structure plan; apply principle of value engineering to make scheme selective preference; strongly implement design standardization and limit design; in the tender stage, emphasize to consider each possible angle of contract planning; select proper method of bid proposal evaluation; share the contract risk reasonably; in the construction stage, guide the project management by the perfect contract management; control engineering change strictly; in the completion stage, make completion balance strictly according to the provision of contract; in the investment attraction and marketing stage, control and manage the marketing expense budget well; in the operational stage, consider long-term economic benefit and social benefit; finally achieve appreciation of invested property and obtain investment return.At last, taking KD MALL developmental project as an example, it indicates the application of the investment control method of each stage mentioned above in the engineering practice. Through the analysis of investment completion condition of KD MALL, it is found that the effect of investment control is encouraging. Finally, the total amount of investment is controlled in the amount of investment estimate and 26.69 million yuan is saved. 8.74% of the total investment has been saved, so the 0.67% of the income on investment has been improved. The author summarizes several countermeasures of investment control of commercial property developmental project, including taking the value maximization of enterprise as the target; taking the theory of whole life cycle cost as the basis; place pre-key point of investment control; apply scientific approach and method (such as investment estimate, value engineering principle, limit design and project bidding, etc); make dynamic control of the project investment. Hope that article may provide reference for the investment control work of the commercial property development enterprise and make contribution to promote the development of investment management level of inland commercial property project.
