This paper is based on food safety survey of 33 free markets and rural groceries in 31 towns and villages of Yongjia district. This survey aimed at finding out the current status of rural security and rural food safety problems. According to my working experience and study of food safety and considering the actual situation, this research proposed a practical food safety management program to improve the quality of rural food security, mainly by means of production management, supervision of distribution, propaganda and education and the other three. In addition, this paper will analyze the present food safety situation of Yongjia and take the advanced and sophisticated food safety management system of developed countries as a reference for China, thus to further improve the regulation, system and technology. The following items are the conclusions of this study. The conclusions are as follows:1. In poverty-stricken rural area, the consumption level of peasant is low. It's common that people distribute counterfeit and shoddy food or three-no inferior food. Otherwise, lack of supervision, no enough co-management hands and shortage of funds are still the causes of rural food security problem.2. We should perfect rural food security environment. Under the theme of fast and harmonious development,3.Criminal acts of food production and processing are still remained, like using toxic and hazardous substances and abusing food additives. Food enterprises there are often small, scattered and chaotic, with a low level of self-management.4. The consumption sense is too simple for farmers, and they are indifferent to food safty awareness.5. we should perfect the arrangement of the law enforcement agencies and strengthen the intensity of law enforcement. Besides, a full three-dimensional rural food safety regulatory system should be built, with the district-level food safety regulatory institution as the main dimension, the town-level one as the focus and the village supervisors as the emphasis. we also should enhance food safety propaganda to raise the awareness of peasants'legal rights. Through the media, newspapers and the spread of regular food safety knowledge to the countryside, we can help to improve peasants'awareness of the importance of food safety, especially strengthening the public understanding of food safety laws and regulations, and also increasing the intensity of quality and safety propaganda.
