With rapid advances in ICTs (Information and Communication Technologies) and global industrial restructuring, service outsourcing is becoming increasingly attractive to both developed countries and developing countries. From the initial exploration stage in 1990s to post-crisis era rapid development stage, China' international service outsourcing has made a big progress during a short two decades. According to'China Customs Statistics Report', the implementation of China's service outsourcing export contract amount in 2007 has passed over 2.094 billion dollars, up 118% over 2005. Even in the depression economic situation in 2008, China's January-August exports of services were performed excellent with 1.9 billion dollars, compared with the same period in 2007 with an increase of 17 percentage points. The international service outsourcing industry has begun to take shape in China and it is sure that it will have the rapid growth in the short term and have great potential in the long term.According to the data from China Service Outsourcing website, both in 2007 and 2008, Japan was the top 1 in the China Service Outsourcing Market Share List, with the absolute advantage of 60% market share. Nearly 60% of China service outsourcing business is from Japan. Beside, according to'2010 China Service Outsourcing Industry Report', in 2007 the total amount of service outsourcing business between China and Japan is 18 billion dollars, in the proportion of 70% in Japan total offshore service business. China's service outsourcing from Japan has developed into a new stage, which will bring benefits to both countries.Under this background, this paper is divided into six chapters:ChapterⅠis the Introduction, with analysis with the background and significance from the topic, research status and the paper structure.ChapterⅡreviewed the content and the theoretical basis of service outsourcing.ChapterⅢfocused on the current situation of China's service outsourcing from Japan. Firstly, stated the current situation with supporting data. Secondly analyzed the unique development characteristics of China's service resourcing from Japan formed in last two decades. Lastly, analyzed the contribution of the service outsourcing to the development of China.Chapter IV specialized in the comparative analysis with India, with the purpose of acquiring more experience from India and finding out the problems in China as soon as possible.Chapter V suggested that China has to take a series of actions based on national conditions, in order to solve all the problems and ensure the healthy and rapid growth in service resourcing from Japan.Chapter VI, the conclusion of the paper, summarized the whole content of the paper and with the hope that this paper can contribute for the future related research on this topic.
