The Current Situation And Problems Of China's Labor Services Export To Japan And Countermeasures

After the country's reform and opening up,the continuous development of labor service exports enables to absorb the huge amount of surplus rural labor,serves as an significant component of our country's foreign economic cooperation and becomes an essential content of the "gonging out" strategy.Japan is the largest labor market to China with strong complementarity between China and Japan.Therefore,understanding and study the labor market between China and Japan has very important significance to speeding up the development of labor cooperation.This paper can be divided into four main parts.The first part reviewed history of labor export,analyzed the basic situation,and concluded existing problems of Chinese labor to Japan.The population of Chinese labor services export to Japan increases annually,main of which are young-age labors,most work in manufactory industry as manual workers,mainly accumulated in city laps,industrial district and places where have close economic relationship with China.And the amount of labor intermediary organizations is small.Then,with regard to the analysis on the influencing factors for labor service export from labor supply side,we assumed that labor service exports are effected by factors like agricultural land per capita,the income gap between rural and urban,years of education and so on,then we structured a regression model,and got conclusion.And from the labor demand side,the decreasing of labor forces and structural shortage of Japanese labor market are the two major reasons why Japanese government consistently introduces foreign labor forces.Chinese direct investment to Japan also an impetus for labor services export to Japan from the aspect of Sino-Japan economic relationship.This paper also analyzed the challenges and threats of labor service export under the circumstances of severe labor shortage and segmentation of labor market in Japan and discussed the trends of labor export.At last,this paper proposed some suggestions to better enhance labor services to Japan,including to strengthen the economic cooperation between China and Japan,to build long-term labor cooperation as well as to improve supervision of enterprises on the ground of the government.And it also proposed labor service enterprises should promote training to exploit higher-class labor market,provide with better services and build brands.For the labors,it's a must to establish self-protect awareness,follow contract and improve personal skills.
