State-owned steel enterprises play an important role in China's national economy. They play an extremely important role in economic construction, social development, finance, taxation, national defense construction, and stable employment and other aspects. Therefore, the development of the state-owned steel enterprises will directly affect the smooth running of our national economic and social stability. However, since the second half of 2008, as the international financial crisis spread and spread, China's iron and steel enterprises have been impacted seriously, the majority state-owned steel enterprises is in a loss situation in the fierce market competition. The stable development of enterprises is facing unprecedented challenges. In this grim situation, in order to get rid of financial difficulties and realize national rejuvenation and development, the state-owned steel enterprise must give full play to the great role of human resources; maximize the potential of their employees thereby improving competitiveness and promoting the smooth operation and health development of the state-owned steel companies through introducing advanced ideas of performance management and establishing a scientific system of performance management.For a long time, due to the impact of the planned economy, state-owned steel enterprises attach importance to production and neglect the performance management of staff, lack of advanced scientific concepts and methods of performance management. That leads to the performance management mostly becomes a mere formality. It has seriously dampened the enthusiasm of staff, resulting in huge loss of talent. 2001 With the popularity of Balanced Score card in the world, its advanced performance management thinking has been esteemed quickly and approved unanimously by the domestic and foreign enterprises. The balanced score card used in the performance management system of China's state-owned steel enterprises can make up the current performance management shortcomings of the state-owned steel enterprises effectively. It can receive employees'performance improvement continuously and realize enterprises'revitalization and sustainable development.Based on this, the paper first carries out a detailed and systematic description on the performance management and the balanced score card theory, for the balanced score card in the application of state-owned steel enterprises to the theoretical foil; Second, summarizes the current main problems existing the performance management of our country state-owned steel enterprises and aiming at these problems, this paper mainly discusses the application procedure of the balanced score card used in the performance management system of the state-owned steel enterprises; Third, in the key performance indicators Settings of the balanced score card, this article tries to build up a systematic set of enterprise layer model of the balanced score card performance management index system for the state-owned steel enterprises through the investigation and statistical analysis, and determine the weight of each indicator using the basic principle of analytic hierarchy process (AHP). Forth, through the case analyses, verifies the balanced score card performance management system is scientific and feasible from the perspective of positivism, and future work need to be further studied is also presented. This paper studies has certain significance for the state-owned steel enterprises to search for a scientific performance management, improve the performance management level, and enhance the competitive power of enterprise.
