21 century is a time when knowledge and economic combine closely , and the 21st century later, with the improvement of science and technology in our country and technology products increase demand, domestic's science and technology enterprises are emerging largely. Science and technology enterprise both in form and in the structure of the staff have significantly different characteristics from common enterprise. Especially the technical content is far higher than the common enterprise, the characteristics of its employees, the inner and outer competitive environment, the organization forms with traditional enterprise are different, so for human resource management also put forward the new requirements in theory. Master the new knowledge or technology and successfully use for enterprise 's product or service, is a guarantee to science and technology enterprise development. Therefore, the human resources management's key is to find knowledge creation, spread and the best way to use, which is the only way to get high and new technology, knowledge of talents. Science and technology enterprise employees in the form on basically has two kinds : knowledge staff and non- the knowledge staff. Non-the knowledge staff can be understood as ordinary workers, mainly using the physical activity to complete work tasks ,for the use of technical knowledge is relatively low. And the core of the science and technology enterprise's resources-the knowledge staff is that science and technology enterprises have continuous development and progress 's key factors, in these employees of the human resources management, performance management is an important one link.In this paper, the science and technology enterprise employees based on theory of lack of the domestic research on the assessment system, hope to establish a more scientific applicable, targeted to science and technology enterprise performance evaluation system. Although by internal and external environment limit, this system can't make the examination system in actual use in complete accord with each science and technology enterprises, expectations in the theory and practice of this type for the enterprise in the staff to offer help. Science and technology enterprises employee's work has relatively difficult to measure, individual performance and team performance segmentation and working environment complex elasticity characteristics etc.. Therefore, based on the characteristics of the science and technology enterprise employees, as science and technology enterprises in the knowledge staff for test object, establish a scientific specific performance evaluation system, reasonable and efficient for to staff performance assessment, fully motivate their work enthusiasm, to make science and technology enterprises in the fierce competition of the market keep for a long term competitiveness is of great significance.
