The researches of the relationships between project duration, project cost and quality are always key issues in the field of project management. Consequently, researches about project duration and project resources allocation optimization become hotspots. Currently, project managers usually allocate project resources according to the requirement of the project duration when making a project schedule. This method can't contribute to the optimization of the project cost.To achieve the project resources allocation reasonable, this paper will optimize the resources allocation plans by typical algorithm-artificial neural networks. Firstly, this paper will resolve the project duration optimization problem by genetic algorithm because project optimization duration is one of requirements of project resources allocation optimization. Secondly, the project resources allocation optimization model will estimate the project cost of each project plan. The ideal project resources allocation plan is that the project duration approaches to the expectation and the project cost is lower than the others. Finally, a genetic engineering example as an empirical analysisdemonstrates the validity of the methods.
