EPC project model has become the mainstream of the international market contracting model, the international general contractor with their own management and technical advantages derived profitable returns. In our country, the EPC mode only been applied in electric power, chemical industry and it has space of promotion, meanwhile it can also have more general contractors involved. EPC project model covering the project design stage, procurement stage, construction stage and commissioning of the total life cycle stage, however large-scale EPC projects, long duration, technical complexity and many links of implementation, in the main phase of the process object and environmental factors will lead to the duration of EPC Project management claims and extension of time duration and cost of claims and arbitration while in countries of contracted mode such as Libya and Iran. Therefore, duration management highlights its importance for the general contractor, how to evaluate the duration of EPC project with scientific, reasonable and specific for contractor will constitute the technical and practical problems which the EPC contracting model was applied in our country.First, this article introduced briefly the EPC project duration theory and systems approach, and analyzed the basic concepts and essential characteristics of the EPC project. Meanwhile, the comparative study of the EPC project model and the traditional model, and combined with the duration theory of EPC project, System of scientific theories and System Properties method, all of the above laid a solid theoretical support for building the duration evaluation model and its application of the EPC project. Then the principle of the evaluation index system of the EPC project duration was applied as the starting point, and the basic idea and essential connotation were used to the formation of project. Therefore the duration evaluation index system of the EPC project was established based on the five point that project approval phase, design phase, procurement phase, construction stage and commissioning phase. Trough the comparative analysis of the pros and cons of evaluation methods and based on the construction requirements of the EPC project duration evaluation model, the hierarchical structure model and its evaluation factors of EPC project duration were determined. Meanwhile, the index weight was determined by the modified fuzzy analytic hierarchy process. And Matlab programming process. At the same time, its weight coefficient was assessed scientifically for continuous improvement and dynamic perfect. Thus, the normative, rationality and feasibility of weight coefficient were ensured. Finally, this article found the fuzzy mathematical evaluation model based on the comprehensive concept through the composite operator of the "weighted average-type" for the comprehensive evaluation. This article based on Yemen Cement Plant project, the impact factor and the relationship of its duration were identified. The improved fuzzy AHP model was applied to empirical analysis, thus proving the feasibility, rationality, and universal which the model of duration evaluation. Therefore, a viable technology path of duration evaluation that abroad and foreign works in EPC project was provided. Meanwhile this article provided the necessary reference value for all parties involved duration management responsibilities and obligations, and achieved the standardization, scientific and rationalization which duration management and evaluation system of our EPC project.
