The concept of“scientific and technological resources are the No.1resoucre”had beenacknowledged universally with the coming of knowledge economy. Resource scarcity isbecoming more and more serious, so scientific and technological resources, because of itssustainability, have become the kernel element of sustainable development. Therefore, allcountries and regions pay great attention to exert the maximum efficiency of science andtechnology resources. As Guangdong Province is famous for its economic around the country,the speed and quality of its technological, economic and social development play a veryimportant role in socio-economic development in China. Guangdong Province intensifies theinput on S&T resources, but the shortage of S&T resources and low efficiency of allocationapparently show themselves especially in it. Therefore, optimization of S&T resourcesallocation and promotion of S&T resources allocation efficiency are of more significance.Through researching on the domestic and international the theory of the allocation ofresources on science and technology, the paper mainly uses demonstration method to appraiseand analyze current input-output condition on S&T resources in the Guangdong Province:Firstly, this paper presents a comprehensive introduction to the meaning of S&Tresources and allocation efficiency. This paper also further investigates the theoreticalfoundation relevant to this subject, including resource-based theory, regional innovationsystems theory, the new growth theory.Secondly, this paper presents the allocation status of scientific and technologicalresources in Guangdong Province, analyzes the status of scientific and technologicalresources in Guangdong Province from the aspects of scientific and technological inputs andoutputs. On this basis above, this paper conducts a in-depth analysis of the evaluation results,pointed out existence of common problems of the allocation of scientific and technologicalresources in Guangdong Province.Thirdly, allocation efficiency of S&T resources, mainly researched on the evaluation anddemonstration: the former mainly include evaluation index system design in allocationefficiency of S&T resources、selection of the evaluation methods and construction of themodel; the latter, with the help of the principal component analysis, has summarized the twoparts of indexes which are science and technological resources investment and the fruitsoutputs and analyzed the assessment results. Then, DEA assessment model is used for theassessment of the output-input efficiency of the regional science and technology allocation.Based on that, the author has found out the different characteristics of the allocation of the regional science and technology resources by the cluster analysis method. In addition, thispaper has taken further steps to analyze the causes of inefficiency region using theredundancy model.Finally, in the context of earlier research results, the thesis puts forward thecountermeasures to enhance allocation efficiency of S&T resources in the GuangdongProvince.
