In recent years, global services and outsourcing have developed rapidly and become the leading forces and the most important contents in globalization. Meanwhile, the domestic services'development and opening up have also attracted more attentions. Financial outsourcing has become the mainstream in the international outsourcing market. With the increasing openness of the financial sector, the competition becomes much fierce, and also financial outsourcing has become an inevitable trend. For financial service outsourcing, overseas researches have been transferred from cost shifting and control to the core technology competitiveness and other issues. But domestic researches develop slowly, which still focus on cost shifting and risk control in the theoretical level. Therefore, researching on the factors which affect China's financial service outsourcing decision, so as to develop a new idea on the domestic financial services outsourcing risk management is the ultimate goal of this article.In this paper, we use questionnaire, expert seminars and literature methods to analysis and research on the factors which affect the outsourcing decision-making in China's financial system, while focusing on the analysis of the importance of power and dependence in financial outsourcing decisions. And then through establishing the Logistic Model, we get that power and dependence are the leading factors in the outsourcing decision-making. In the end, we propose six suggestions to control risks for financial institutions from the perspective of power and dependence. Through model analysis, we can see that power and dependence, intellectual property protection and asset-specific factors play a pivotal role in the financial business services outsourcing decisions. In particular, people did not previously understand the power and dependence and cognitive factors, it reflects the game theory in the service between the two sides of outsourcing relationship, as well as the core competitiveness considerations, it reflects the enterprise strategy and business development for financial institutions.
