The Influence Of Centralized Treasury Payment System On Finance Operation Of University

Since the year 2008, the Ministry of finance has kept on pushing the Centralized Treasury Payment System(CTPS) in the Universities of China, it has a significant impact on the financial operation of colleges and universities. The universities are as an important base for cultivating high-quality personnel that taking significant responsibilities, the university's treasury management system is becoming one of an important part of modern treasury payment system. Due to the universities'complexity and particularity, they have encountered many problems during the process of conducting the new reform, and as a result affecting the efficiency of financial operation. Therefore, it would be a great practical significance to do some research on how universities can adapt to the CTPS much better.The thesis combines standard research and empirical research together, and apply comparative analysis,data analysis and on-the-spot interviews. First of all, we will compare the difference between the traditional scattered payment system and the CTPS, and discuss their advantages and disadvantages, in order to prepare for the work to analyze the influence of CTPS on finance operation of university; And the take DH university as the empirical research object, according to the relevant financial data analysis that acquired from the investigation, we analyze the CTPS on the influence of the finance operation from three aspects, they are the financial ris,financing ability and the budget implementation capability. At the same time, we designed different questionnaires for the school staff and the leadership depend on their different function in their work and different work content., taking use of the information from the interviews, analyze the problems that are existed during the CTPS reform in the university, and proposed some suggestions and countermeasures on how to adapt to the CPTS much better for universities. According to the analysis of date and on-the-spot interview, the results of the thesis are below:1. The CTPS has solved the disadvantages which the traditional scattered payment system does, but the new system put some influences on financial operatoion of universities. Including reducing financial risk of university, strengthing the universities' budget management, weakening the financing ability,and reducing the funding channels of the universities2. There are still a lot of problems during the process of CTPS reform, in order to guarantee normal financial activities of universities can go smoothly, universities should make an effort to broaden the source of income, strengthening the budget management, improve the management information system, make fully ideological work on financial staff of universities, improve their work enthusiasm, in order to ensure the CTPS can complete successfully in universities.
