With the rapid development of science and technology and fierce competition among enterprises, the changing of customer needs and technological development have become more and more uncertain. The successes of many companies have shown that continuous innovation constitutes the company's core competencies, keeps its leading edge in the increasingly complex competition. However, in the process of technological innovation management, many companies often overlook the importance of organizational culture(OC). Researches show that OC not only results in the different choices in innovation method , but also technology innovation performance (TIP). But how these influences happen, the impact of OC to TIP is in a direct way or through other variables; whether all the characteristics of culture are conducive to innovation; for the companies in different scale, on respective trade and history ,does it make any difference , relevant theoritical literature is rarely involved, let alone empirical researches.The thesis suggests that the essence of technological innovation is the innovation of knowledge, and knowledge acquisition is closely related to organizational learning process. Therefore ,the author takes the variable organizational learning(OL) as a mediator to explore its relationship with OC and TIP ,this research mainly including the following aspects: (1) through the pre-survey with a small sample, using item analysis and exploratory factor analysis to build the scales of OC ,OL and TIP; (2) using multiple linear regression analysis to study the relations among different characteristics of OC, the dimensions of OL and TIP (3) using structural equation modeling(SEM) approach to build the model of three latent variables, analyze the intermediary role of OL and the effect of three control variables.This paper take enterprises in China's mainland as samples, and 166 valid questionnaires were obtained by random sampling,yielding a response rate of 81.4 per cent.The rearch uses two statistical softwares SPSS16.0 and AMOS16.0 to analyze the data, results are as follows: (1) OC has a significant direct impact on TIP , however this effect is very weak; through the mediator, it can have a much stronger impact, which means OL played a partial role in the path of OC to TIP.(2) not all cultures has a positive influence on TIP or OL,for example,hierarchy is negatively correlated with both of them; (3) industry type and company scale didn't make a moderate effect on the relationship among the three latent variables, while the history does.
