Research On The Capacity Of Non-state-owned Economy To Obtain Employment In Hubei Province

"16th Party Congress" suggests that we should do everything possible to create more jobs and continuously improve the people's lives, and that the task of expanding employment is arduous now and will remain so for a long time to come in the report of the Sixteenth National Congress of the CPC. The development of the private economy has not only promoted the regional rapid economic growth, but also has played a more and more important role in increasing employment. Because of the relatively slow economic development and more rural surplus labor, the social employment pressure of Hubei province is very hard, which is located in the central part of mainland in china. It is very important to study the capacity of non-stated economy to obtain employment in Hubei province, which has the instructional meaning to optimize the structure of the private capital and make policy to increase employment, further helping Hubei province to quicken economic development and become the first to rise with regard to economic development in the central region.The main content of this paper as follows :(a) to measure the ability of private-owned economy absorbing labor in total effects and the coefficient of flexibility and fluctuation of private capital to obtain employment through the establishment of a regression model with two variable including the total social employment and the degree of the privatization ,and the use of flexible analysis and fluctuation indicators, further reveals the trend law about the private economy's ability to absorb the overall employment ;(b) to do comparative research on the diversity of the Absorptive capacity among various types of the private economy by setting a mode of two variable including employment and capital to measure the absorptive capacity of employment; (c) to study the ability of private economy admitting labor among different industries with the same model.Main conclusions in the paper are: (a) After 20 years of development, the capacity to absorb the overall employment of Hubei private economic continued to grow, but compared with the eastern region provinces, and there is a big economic gap; (b) in various types of private economy, the capacity of private economy to obtain employment is the most strongest, and other economic types is the second., while the collective economy of the labor force to absorb is the negative effect; (c) in different sectors of the private economy, construction is the strongest with regard to the absorptive capacity of employment, followed by the wholesale and retail trade and restaurants, real estate, social services, manufacturing, Postal transportation industry; (d) dynamic, the fluctuation of the ability of Hubei private capital to absorb employment is greater.Giving some suggestions on the basis of the corresponding conclusions as follows: (a) to create good social environment for the private economic growth, encourage and support the development of the private economy; (b) to guide private enterprises to the investment direction, focusing on cultivating labor-intensive SMEs; (c) the creation of small and medium private enterprises loan guarantee mechanism, it has hastened the rapid development of enterprises; (d) to strengthen skills training of the transfer of rural surplus labor force, enhance the employment ability of the workforce; (e) to optimize the investment environment, increase the intensity of the introduction of foreign capital.The innovations in this paper in the following two aspects: (a) for the fir, st time from the dynamic perspective, to study the private economy's ability to absorb in the employment changeable trends, and capital to absorb employment elasticity coefficient of the changes and volatility coefficient; (b) to analyze the employment ability of the different types and different sector of Hubei private economy, using logistic regression model for the first time.This shortfall is limited to the main data availability, unable to research on from the elasticity of total output admitting employment in the context of different types and different sectors of the private economy and the failure to take into different sectors of the private economy to obtain indirect labor force.
