Genetically modified crops is one of the most important achievements which come from the research and application of transgenic technology. Compared with the traditional crops,GMC has many excellent characteristics,for example,low cost, high yield,anti-viruses and pest resistance.GMC will bring tremendous benefits to human beings in the condition of proper usage.But today,people can not control the development of technology.It may also produce side effects to humane beings and even disaster. Life rely on foods.GMC not only do effects to the life of the public but also connect with developments of the economy and the harmony of the society.The public has so many questions about GMC, and the arguments about it between public is intense. But in the condition of the lack of professional knowledge and the absent of scientist,the discussions almost stay on low-level,such as racism and plot guess.But those ideas can not help us to avoid risk.In this paper,the theory of risk society will be used to analyse the side effects of the development of GMC. According to risk society theory, people in modern world face risks come from nuclear, chemistrical,biological and so on.In traditional society,risks come from nature,but now,risks come from people's action,such as technology and system.In modern world,risk is hard to forecast and avoid.The bad effects will put the whole world in risk.It is important and necessary to call on consciousness reflection and global risk management.China is going through a period of social transition in high speed,and the most important is,the transformation of the social and economic will happen at the same time.That also means chinese people have to face the conflict which come from traditional society,industrial society and post industrial society at the same time.Which make things worse is,those contradiction and conflict may do effects to each other.At this time,the probability of risk has rised in a new level.The whole country has entered a high risk world.This paper based on risk society, put GMC into the background of risk society and our country's reality.And then,discuss the possible hazards to people's health,food's safety,natural environmental and social stability.How to avoid risk?In Beck's opinion,we should adhere to principle of prudence in scientific research at frist.Second,build an open and democratic politics,which is good to strengthen the communication between countrys,between public and scientist.Third,improve the risk assessment mechanism.
