High technology industry is acknowledged to be a powerful driving force of economic growth, many countries viewing national developing high technology as one of the important development strategy. Our country is paying more attention to high technology.But all sorts of huge risks hide in the every stage of project life cycle due to inherent characteristics of high technology project:big investment, long implementation cycle, various uncertainties in technology, manufacturing and in the market, so enterprises will be confronted with extremely high risk in the development and investment of high-tech projects. There is a sharp problem that the project risk management is weakness at present. The risk estimate system faced investment decision stage obviously doesn't adapt modern dynamic risk management development demand, and the risks management should be taken for each stage of project Life Cycle.This article attempts to research the risk management starting with the theory of project Life Cycle and continued risk management, based on R&D project of new products. Through the analysis of the present situation, the project life cycle is divided into four stages. Focus on the analysis of the risk characteristics of project facing in the various phases.Through investigating, studying and using expert weight, the risk evaluation index system of R&D project of the new automobile product in different development stages is set up. Meanwhile, comparing the studies of risk evaluation method of high technology project, using AHP, TOPSIS and FCE method, an effective decision-making supervision method of risk project is set up. This provides the basis for the continuous improvement of project risk management, strengthens risk assessment and monitoring system of high technology project. And with new product R&D projects of X automobile company seen as the analysis object, using mentioned evaluation system and methods, evaluation index and research method is verified from designing questionnaires, data collection to data statistics. Finally the article draws the main conclusion, describes innovation of this paper and discusses the future direction of the research.
