Laborers are the most critical, the most active, the most potential resources in the enterprise. To realize the production target, create greater benefit and develop ceaselessly, the enterprise must fully exploit and develop the potential intelligence of employees. Affected by various factors, the state-owned enterprises lack a certain degree of autonomy and flexibility in the use of the people. In this case, to achieve the human resources development efficiently, the state-owned enterprises must pay attention to the effective management of the people at present as well as matching between the person and the post,.At the same time, attention should be paid to the rational flow of human resources.To enhance human resources input and output rate, and promote the development of the enterprise, the enterprise had better let the human resource become the source of enterprises' competitiveness. Through the analysis of Shengli Oil Field Branch Company in Gudao oil production plant labor current situation, this article combined with the long labor flow data as well as the influence of labor flow part of realistic factors. According to mathematical models, the aim of this article is to find out the most reasonable internal labor flow,in order to promote manpower resource continuously,above all,we can upgrade the level of management. The main content of this essay is divided into five parts.The first part explains the research background and significance, elaborated the domestic and foreign on internal flow problems of the status quo, and the combination of production factory is actual put forward corresponding ways of thinking and research methods.The second part elaborates the relevant theory of labor flow. Including the cost and profit theory, human capital theory, risk sharing model theory, concept, content and method of application.The third part elaborated the Gudao oil production plant profiles, labor mobility status, and its scale of production changes, changes in personnel recruitment number, number of posts, staff development, staff will influence the flow of labor force of various factors.The fourth part elaborated the Gudao oil production plant of labor flow model the strategy of constructing, hypothesis and establishment method, based on the model of the flow rate and related applications, around the first labor force exit, internal flow and development, training and development, performance appraisal and promotion mechanism.The human resource problem is reduced to the corresponding mathematical problems, using the mathematical concept, theory and method to conduct in-depth analysis and research, combined with the actual flow of labor and practice, through the establishment of the mathematical model, forming a set of reflect its internal factors quantitative relation mathematical model. Used to describe and study the law of labor flow rate, and the combination of all kinds of practical factors analyzed and discussed. Thus from the qualitative or quantitative perspective to depict the actual problem, this essay can solve practical problems with accurate data or reliable guide.
