State-owned enterprise system reform is a kind of systemic engineering that related to the rights and benefits of the three parties including the nation, enterprises, and staffs. During the process of reforming and re-organization, staff resettlement is the focus and difficult points of state-owned enterprise. Weather we can conduct staff resettlement work well is a key problem during system reform. On one side, it is related to if the enterprise system reform can be operated smoothly, weather the stability can be maintained, and weather the need of constructing harmonious society can be met. On the other side, it is also related the problem weather the enterprise still has strong vitality and sustainable developing ability after system reforming and re-organization.The State-owned enterprise reform in Guizhou province is relatively lagged behind and the process is relatively slow compared with coastal economic advanced area. State-owned assets reach as high as more than 70% in general competitive businesses. On one side, this is due to Guizhou state-owned enterprise reform started late and the pushing strength is relatively small; on the other side, this is also due to that Guizhou economy develops relatively behind, and the marketing degree is not so high. Currently, various layers of Guizhou government departments are improving their strength to push the state-owned enterprise system reforming and re-organization work, and push many related policy documents to quicken the state-owned enterprise system reform within the province, to favor the resource integration, system changing, and structure adjustment, to quicken the area economic coordinated development. Under this background, studying the related problems in staff resettlement has very significant reality meaning on pushing state-owned enterprise system reform and re-organization within Guizhou province.The essay research and discuss the necessity and feasibility of solving the staff resettlement problem through the analysis of the political and economic background of the current state-owned enterprise system reform; analyze the existing problems of labor relation treatment during the staff resettlement of the current state-owned enterprise system reform. The essay researches and discusses how to solve the labor relation in staff resettlement according to law when conducting state-owned enterprise system reform, to protect the rights and benefits of the staff, and proposes related counter-measures.
