After the reform and opening policy, some person with lofty ideals set up a batch of high-tech SMEs. These high-tech SMEs become a part of state innovation system because of their great influence on shifting science and technology into productivity, creating jobs and so on. The properties of high-tech SMEs decide that their core competitiveness are not products, not capitals, but talents belong to the enterprises. So, enterprises must develop the talent, train the talent, encourage the talent, management personnel and retain the talent.This thesis analyzes theories related to intellectual capital management and talent strategy at the beginning. In the second place, it analyzes characteristic of high-tech SMEs talents, it also presents features of talent strategy of high-tech SMEs which based on intellectual capital management. In the third place, in comparison with high-tech SMEs talent strategy practice of the developed countries, it points out that the successful experiences which can be used by high-tech SMEs in our country. After that, it analyzes the general problems by taking intellectual capital management in order to prove academic feasibility and necessity. Finally, it will provide a general solution for our country high-tech SMEs to carry talent strategy which based on intellectual capital management.
