Software industry initially appeared in the United States between latenineteen forties and early fifties, which emerged gradually to Europe andother countries till fifty time end. Unlike mechanical manufacturing,transportation and other industries, software industry is an emergingindustry, which starts late, but has a more rapid development. China'ssoftware industry started in the1980s. After nearly30years ofdevelopment, the software industry of our country has entered the maturestage, and begins to change the development pattern from "park mode" to"city mode". Now, no longer should we determine the trend of a region'ssoftware industry development just by the situation of a few enterprises orsome park, but conduct a comprehensive assessment by coping with thevarious factors of the industrial development and industrial growth of theoverall environment. Therefore, the establishment of the urbandevelopment of software industry evaluation system has very importantsignificance.Based on the former research results, this paper analyzed thedevelopment process and summarized the industry characteristics of software industry, after which, it introduced Potter's "diamond" model and"global competition ability" evaluation index system of IMD (InternationalInstitute for Management Development), and by clipping the existingmodel according to the characteristics of the software industry, itestablished the evaluation system of software industry assessment for city.Then, based on the improved Analytic Hierarchy Process and Rough set,this paper used the subjective and objective weighting methodscombination, and eventually completed the city software industryevaluation model structures.In order to verify the rationality of the evaluation system, this papertakes Nanjing city as an example, introduced the2007-2009years relevantdata and survey data to test the effectiveness and feasibility of theevaluation system. After the comparison of the conclusions from theassessment model and China's software city created work in Nanjing, itfinally proved that the evaluation system is scientific, effective andfeasible.
