With the enhancement of the community’s concern about corporate social responsibility(CSR), the stakeholders of the enterprises require enterprises not only to actively fulfill their corresponding social responsibility, but also to disclose the specific information of CSR for supervision by the community. Although some enterprises have realized that it is an inevitable choice for enterprise development in the future to actively fulfill their social responsibility, there are still some construction enterprises using extreme means to evade social responsibility in the construction process of specific projects, which leads to a supply and demand imbalance of social responsibility in the society: on the one hand, the stakeholders of enterprises require the enterprises to provide the society with building products in line with the needs of the community in the implementation of specific projects and take into account the interest demands of various stakeholders; on the other hand, some construction enterprises pursue maximum benefits in the construction process and ignore the social responsibility they should assume, and the existence of jerry-building, using inferior materials and other bad construction behaviors lead to the absence of CSR, which directly causes a supply and demand imbalance of social responsibility of enterprises and their stakeholders.CSR Management is the most important way to enable the stakeholders of the production chain that the project is in to accept management. However, it is difficult for China’s private capital projects to achieve the object of CSR management being accepted by the stakeholders of the production chain that the projects are in, and the main reasons are the object of CSR management is not clear, and managers often fail to take into account the demands of stakeholders, which leads to project delays, and causes engineering disputes. How to screen the project-level CSR strategy of construction enterprises without prior knowledge while meeting the interest demands of project stakeholders of construction enterprises and avoiding project delays due to outside resistance in the construction of specific projects has become a new topic of current research. When the rough set theory is used to analyze the data set, we do not need prior knowledge outside the data set, and we can explore the attributes between the data set just from the characteristics of data set, generate classification rules based on the attributes of data set, classify the data set, simplify the attributes of data set based on it, and retain the most simple expression of knowledge. With this topic as an entry point and with screening of CSR strategy of private construction enterprises in project implementation as the object of study, this paper uses stakeholder theory and rough set theory to classify the main stakeholders of construction enterprises into seven categories, namely financing agencies, suppliers, employees, governments, communities, shareholders and owners, and based on an investigation on the interest demands of project stakeholders of construction enterprises, according to the rough set attribute reduction principle, the principle of importance of attributes and their associated algorithm, it uses rough set software rosetta software to process the survey results, screen the most urgent demands of project stakeholders of construction enterprises, so as to provide guidance for construction enterprises to develop project-level CSR strategy. Based on the basic principle of AHP, it screens the project-level CSR strategy of construction enterprises, and based on rough set theory, it compares and analyzes project-level CSR strategy of construction projects screened with rough set theory, and points out the similarities and differences and their scientific rationality of the project-level CSR strategy of construction projects screened with the two methods.
