The Study On Management Of Collective Forest Resource Assets Evaluation

The assets appraisal of collective forest resources, as an important link of the forest ownershipmortgage loan part in the collective forest ownership system reform, which plays an important role insolving the financial problems that the farmers encounter during the agricultural production and thedevelopment of rural collective industry. Therefore, to make research about the asset appraisalmanagement of the collective forest resources can not only promote the theoretical basis'progress of theassets appraisal of collective forest resources but also plays the important role in improving farmers'income.The work about assets appraisal of collective forest resources has been developed very rapidly inrecent years. However, it also exists many problems, thus it is necessary to make further research.Qingyuan County, as the national typical county has forest ownership reform, which develops veryquickly in the collective forest resources' assets appraisal and management. Firstly, this study usedocumentary research method to explain the relevant theories and basic elements of the assets appraisaland management of collective forest resources; and then use survey and documentary research methodto realize the current situation of Qingyuan county's assets appraisal and management of collectiveforest resources; what's more, take use of the qualitative analytical method to find some problems inassets appraisal and management of collective forest resources. For instance, the appraisal law and rulesare imperfect; the competent appraisal agencies and staff are insufficiency; the management of appraisalagencies is vague; the appraisal technical parameters are outdated; the controllability of appraisal risk isweak; the charging standard of appraisal is disunited; the information disclosure of appraisal isinadequate; the pro-management of forest ownership informatization is difficult, etc. Finally, proposethe following suggestions as for these problems:(1)perfect the policies and regulations of collectiveforest resources'assets appraisal and management;(2)explicit the management subject and supervisionsubject of the collective forest resources'assets appraisal(;3)strengthen the appraisal staff and agencies'management for the assets appraisal of collective forest resources;(4)reconstruct the assets appraisalparameters of collective forest resources;(5)improve the management of collective forest resources'assets appraisal with the help of modern scientific and technological means;(6)norm the appraisalcharging standard. Meanwhile, try to construct the asset appraisal management system of collectiveforest resources.
