Study On The Construction Of Collective Forestry Resources Asset Appraisal Informatization Service System In Zhejiang Province

As the reform of collective forest right system continued to deepen, the importance of thecollective forest resource asset appraisal information is more and more prominent. In improving theassessment information's utilization level and assessment results' accuracy, science and authority topromote the construction of forestry information and collective forest right system reform, constructcollective forest resource assets' appraisal information system has important theoretical and practicalsignificance.This paper takes forest resources assets assessment theory and information economics theory as thebasis. And it takes logical analysis and normative analysis as research methods. The paper analyzed thecollective forest resources asset appraisal information service system's status, issues and the system'sconstruction, operation and protection measures in Zhejiang Province, which is mainly focused on thesystem's construction, operation and safeguards. As to the status and issues in Zhejiang Province, thereexists Organization construction is insufficiency, the information service team construction is too small,the evaluation standards are not perfect, information platform construction, information service systemconstruction lags behind and the strength of management is not enough. In the system's constructionprocess, this article takes improving the efficiency of the collective forest resources assets assessment,serving for the collective forest right system reform and forestry information as the objective, takingintegration and sharing of resources, services and dynamic nature, requirements and application as theprinciple. From the main body, the object, the content, the mode and the operation of informationservices five aspects to construct the assessment system. At last, the article explored the system'soperations support from the policy, organization, technology and talent. That is to say, using policymethods to guide and constraints the system's construction process to create a good developmentenvironment, technically increase investment and application, structural increase the assessment sector'smanagement and service innovation, and to accelerate training professional personnel.
