China's economic growth has led to many improvements in domestic industry and society. Among these, the development of over80National High-Tech Industrial Development Zones (NHTIDZ) has to be one of the highlights. These industries has achieved remarkable success during its initial transformation from the pioneering stage, where survival was not certain, to the current objective to further the development of this Second-Time Pioneer (STP) period which has led to the emergence of a cluster of mature NHTIDZs such as Shanghai Zhang Jiang, Beijing ZhongGuan Village and also the Wuhan East Lake High-Tech Industrial Development Zone (WELHIDZ).However, in recent years, China's NHTIDZs has face numerous issues which include relatively low total industrial output, the lack of unique leading industries, a weak innovative culture as well as the lack of competitive advantages etc. In addition to this, the government's focus on attracting Foreign Direct Investments (FDIs) has led a developmental glass ceiling for the domestic NHTIDZs with overall growth rates seeing a marked slowdown. To overcome the challenges mentioned, and to aid in the development of the growth engine for China's economy and society, it has been a strategic decision to accelerate the growth of the STPs.The Wuhan East Lake High-tech Industrial Development Zone, as the second national independent innovation demonstration zone, should have the ability to capture opportunities, accelerate the growth of STP high-tech zones, and to become one of the key industrial zones in China that is able to withstand any global crises.Based on the development as well as expansion of the WELHIDZ, the author has analyzed the industrial zone's current development status, as well summarized the typical models of high-tech STPs for domestic and international economies. Based on the data collected through research, the author has constructed a Performance Assessment System for WEILHIDZ's STP and introduced a strategic proposal that, if implemented, would help drive the development of the Wuhan East Lake High-Tech Independent Innovation Demonstration Zone's STP.There are a total of7chapters in this study. The first chapter introduces the background, objective and key summary of this study. The second chapter provides an overview of of typical models of domestic and international high-tech STPs, followed by an analysis of the different development stages of WELHIDZ's STIP and a feasibility analysis of the STP's requirements, opportunities as well as challenges in the third chapter.The fourth chapter provides an overview of the development of the performance assessment while the fifth chapter provides recommendations on the strategies and solutions, based on a talent, government as well as market strategy, which could help accelerate the growth of the WELHIDZ's STPs. The last chapter is a summary of the thesis.
