The land issue is the important one of China's "three rural" issue , and agricultural land is the core of rural land. Since 1949, agricultural land system has gone the frequency of land system change from land reform to the family contract system.In this change there are something about motivation, gain and loss, future development and changes of direction. so it's very theoretical significant and practical for this studies.The article has a main trend of alternation for our country history land property system change.The article has analyzed the development of the feudal typical land system and the nation land property system in recent years. And then it provides some reform suggestion of adopting the state-owned permanent tenancy system for our agricultural land property system innovation.The article is divided into five parts:First part has proposed changes in the current issue of property right system, with pointing out the significance of the problem, and has briefly outlined the status of domestic research.Second part theory summarize about changes in rural land property rights system.Third part has taken the three typical land system for example, to analyze the demise reasons in the sight of system economics.Fourth part to analyze the evolution of land property rights system into three part, which include pre-reform into concrete, household contract system of property rights system and the new era of innovation.Fifth part based on the preceding analysis, with the existing system and policy, it has proposed permanent tenancy reform of state-specific proposals. And to analyze the feasibility, advantages of permanent tenancy in order to give a brief implementation plan.
