Research Of Property System Innovation Of Agricultural Land Based On The Theory Of Sustainable Land Utilization

Property system of agricultural land is the most basic property system in our society and is also the foundation and core of social and economic development, which is significant. Based on the household-based output-related contracted responsibility system, the current property system of agricultural land is possessed by agricultural collective economic organizations.In 30 years; it has made tremendous contributions in social and economic development. But system defect of the current property system of agricultural land is obvious. Therefore, the reform of the existing property system is especially urgent.Currently, property right reform of agricultural land lacks the guidance of theories. The theory of land sustainable utilization provides a specific request for institutional arrangements of agricultural land.It is also the theoretical support, important premise and basis of institutional innovation,which can ensure the correctness of property right innovation.Therefore, it is of important theoretical and practical significance to study the inner Link of agricultural land property system and land sustainable utilization in a deep-going way. It can promote the innovation function of land property right, research and build up a innovative mode based on the theory of sustainable utilization.This dissertation is based on the theory of sustainable utilization, studies property system of agricultural land, takes property system innovation of agricultural land as main line and achieves the sustainable utilization of land resources. It is based on institution economics.land economics,law and adopts the methods of combination of micro-analysis and macro-analysis, quantitative and qualitative analysis, historical and logical analysis, and regular and afftrmative analysis.This dissertation systematically reviews the course of sustainable development theory and agricultural land property system,summarizes the gap between the current property system and sustainable land utilization,and analyses guidelines, principles, innovative methods of property right system of agricultural land based on the sustainable land utilization. Based on above analysis, this dissertation provides periodical innovation pattern of agricultural land property right system based on the theory of land sustainable utilization.Nextly, implementation ways of the aboved pattern are expatiated. It takes LeiZhi County for for example, calculates property prices of agricultural land based on thetheory of land sustainable utilization, and measures intergenerational allocation loss in property right conversion.The dissertation has the following innovative points in comparison with the research results of the same sort.1. The dissertation breaks through the limitation on property system innovation of agricultural land simply based on the dimension of efficiency, introduces the objective of intergenerational equity to property right system innovation, and proposes short-and long-termed system innovative models of agricultural land linking intergeneration equity with efficiency.The previous researches pay only attention to economic efficiency objective in property right system innovation of agricultural land. This dissertation introduces the objective of intergenerational equity to construction of property right system innovation. It combines the objective of economic efficiency with the principle of intergenerational equity. Periodical innovation patterns of agricultural land property right system based on dimensions of fairness and efficiency are provided.Looking forward to doing something beneficial to innovation method,it break through limitations of efficiency dimension in property right system innovation of agricultural land.2. Building up a comprehensive accounting Framework for property prices of agricultural land based on the theory of land sustainable utilization, the dissertation innovates accounting method on property prices of agricultural land, empirically tests the method, and gets price tools on property right innovation of agricultural land.The previous researches pay little attention to ecological and social dimensions on property prices accounting of agricultural land.This dissertation calculates agricultural land property prices of LeiZhi county based on economic,ecological,social and intergenerational equity dimensions.3. The dissertation gets rid of the traditional method of straight line fitting on the efficiency measurement of intergenerational allocation during the course of property right conversion, adopts the Logistic curves to simulate the supply and demand curve of agricultural land, gets over the fitting errors and increases the measurement accuracy.The dissertation measures the quantity and efficiency of intergenerational allocation loss from 1989 to 2008 in LeiZhi County.It can also provide a reference for the conversion policy of agricultural land in the near future.
