China's Food Safety Crisis Management, Information Communication Studies

With the rapid development of economic, Chinese society has gone to the deep transformation time, the events of food safety such as "volcano" as occurred frequently. Some deficiencies of our government on Food Management and public management gradually emerged during the crisis. Jest because of this, structure and perfect of our government crisis management of food safety is imminent. On the current situation, market failure and government failure is the basic reason that causes food safety questions. To eliminate information asymmetry of the food markets is the key to deal with food safety questions, depending on the crisis information communication smooth or not.However, relevant research on food safety issues mainly focused on macroscopically research. Some paper that explore how functional department of government and crisis decision makers to manage crisis; some paper discusses how to build further strengthening food safety supervision; rarely special research is targeted to the field of information communication about food safety. And most of them, viewed from the pure theory or foreign experience, put forward some suggestions, rarely quantitative study. Base on the existing research result, from the perspective of crisis management, along with the current hot issue of food safety, surrounding with the reason that disturb food safety information communication of public crisis, this paper does an exploratory research.Text is divided into six chapters. Chapter I is an introduction to clarify the significance of the issue rose in this paper, and introduce the study and its methods adopted home and abroad about public crisis management and food safety crisis. Chapter Ⅱ firstly defines "public crisis "and "information communication", base on this point out the value of information communication of food safety crisis. Chapter Ⅲ firstly elaborated questions about information communication of food safety crisis, and then does an exploratory research of the reasons that disturb food safety information of public crisis. Chapter IV, combing with the equilibrium theory in economics, builds static model and dynamic model between food regulator and food producers. In order to analyzing the relationship between cost on information communication and the probability about the food safety problems, this thesis adopts the research methods of the integration of qualitative study and quantitative study. Last concluded that the function relation between them is, the higher the costs of information, the more possibility bring to food safety crisis. Chapter V put forward to effective way that prefect method of information communication.The fourth chapter is the focus of this chapter, the author use the "That's equilibrium theory" build a static model and a dynamic model between food regulator and food producers. In order to analyzing the relationship between cost on information communication and the probability about the food safety problems, this thesis adopts the research methods of the integration of qualitative study and quantitative study. Last concluded that the function relation between them is, the higher the costs of information, the more possibility bring to food safety crisis. Based on this, the author advances optimization food safety information communication in an effective way.Although made some progress on theory research, there are still many of the deficiencies in this paper. Hope this paper is reference to prefect Food Management.
