With a higher demand on safety for the public, high-speed video surveillance market witnesses a fast growth. There are a number of domestic private enterprises, boasting strong R&D capabilities and playing important roles in the market. However, the market environment has changed dramatically in 2008, and now it is necessary to review the key business strategy. TOPSEE company is one of the most representative in the business. Through the study, it is hoped that this thesis could help it surviving in the market, as well as provide some useful suggestions to similar enterprises.In this paper, the PEST environment analysis, five forces analysis, and SWOT analysis methods are adopted, combining macro and micro, qualitative and quantitative analysis at various levels. On the basis of Michael Porter's theories of competitive strategy and core competence, and through concrete and detailed analysis, overall corporate development strategies and business competitive strategies are worked out.The company adopted a hybrid overall strategy of "market differentiation and focus based on cost minimization". And following are six measures to guarantee implementation of the strategy: organizational restructuring, human resources management strengthening, new technology development, enterprise management strengthening, enterprise culture building-up and new market development.
