Utility boiler makers are the foundation of electricity generating equipment manufacturing industry, his condition influence developing level of whole industry. China is a country with rich coal, coal output approximate 26 Mt in year 2007, therein 50% were used for firing for electricity generating, except for consume substantive non-renewable resources, plentiful emission were discharged. Therefore, carrying out technology innovation at these companies could increase boiler efficiency, cut emission, and bore important practical meaning for state GDP dissipation of energy reduce 20%, key pollutant gross amount decrease 10%'s guideline.Utility boiler makers of China all the time focused on new products' study and developing from find nation, however, on the one hand material cost exceeding 80% leads to low profit, companies resource for technology innovation are limited; on the one hand, technology for generation of electricity change quickly, selection of new techniques are fairly more, which leads to conflict between projects diversity and scarcity of resources. Moreover, utility boiler is technology intensive and resource intensive large scale equipment, projects for technology innovation are input large, cycle of R&D long, higher risk. Therefore, how about high efficiency utilize resource to carry out technology innovation activity is an important topic, needs scientific and practical evaluation methodology.Objective evaluation and correct selection of technology innovation projects can guarantee reasonable and make the best of limited resource, shorten cycle, increase efficiency, bring persistent competition advantage for companies. Technology innovation projects for utility boilermakers have common characters within unclassified technical innovation projects, also have personal behavior. This paper based on the characters analyzing main factors and built a practical evaluating indicator system, utilizing fuzzy method to evaluate, finally Company S were taken for example to empirical research, in the hope of increase projects evaluation's scientist level.
