With the acceleration of urbanization process in China,the demand of electricity,gas,drainage and other public infrastructure is gradually increased,the new pipelines buried in the traditional ways and the updating and expansion of existing pipelines is an important reason for the ?zipper road? and the ?spider web?.The most effective method to solve this problem is utility tunnel.Utility tunnel has been increasingly recognized by many countries since its appearance in France in 1833.Though it has been in China for more than 60 years,it has not been widely promoted,an important reason is the high cost.The cost of 120 million yuan per kilometer greatly exceeds the financial capacity of local governments so simply relying on government investment is not enough,it needs to draw support from social capital.This led to the application of PPP mode in the construction of utility tunnel.But the PPP mode has evolved a variety of different specific modes in practice,only by choosing the appropriate PPP mode for different utility tunnel projects can the private capital be fully activated,the functions of the government are changed,and the construction efficiency of utility tunnel be improved.Based on previous studies,this paper analyzed the theory of PPP mode and the knowledeg of utility tunnel,pointing out the problems in the development of utility tunnel in China and the feasibility of applying PPP mode to constructing and operating utility tunnel.By comparing the definition and operation characteristics of various PPP modes,this paper developed a three-level PPP mode classification system,and constructed a two-stage mode selection index system and selection model for PPP mode was constructed.Firstly,the index system of selection of secondary and tertiary PPP mode was established by cluster-grey correlation analysis method,using BP neural network to choose the appropriate secondary PPP mode for specific utility tunnel project.Then,an improved TOPSIS method was used,namely intuitionistic trapezoidal fuzzy TOPSIS method to find the closeness to the tertiary modes which belong to the selected secondary PPP mode and then sort the tertiary PPP mode by closeness.Finally,the effectiveness of the PPP mode selection model is further illustrated by a numerical example.This paper has made a good supplement to the utility tunnel PPP project in theory,and in practice,it can provide a reference and theoretical support for different utility tunnel project to select the appropriate PPP mode so as to ensure the continuous and health operation of the project.
