Policy Researching In The Promotion Of Haining's Leather Industrial Cluster

An industrial cluster is a geographic concentration in where a characterized industrial and associated institutions in a particular field which can obtain competition virtue on the condition of sharing technology, information, labor force, public infrastructure etc by way of competition and cooperation. As an important economic phenomenon in the world, industrial cluster theory is not only the research keystone in academic circle also attracts the great interest of local governments in formulating economic policy and industrial planning. However, in recent years, the government research on industrial cluster policy is short of consistent, systematic and deep analysis.As an earlier and better-growing province in industrial cluster, Zhejiang has many experience of success in this field. This article makes a brief review on the related theories of industrial cluster, the relationship between government and market. Take Haining leather industrial cluster as a case, and adopt documental study, survey research, case study to discuss how the government policy affect the industrial cluster formation and development. This article analyzes the changing of government role and related policy, government's contribution during the formation and development of Haining leather industrial, the problems of market failure, government failure that affects the Haining industrial cluster competition virtue, upgrading and developing to prove the important affection that government has made during this periods. According to above analyzing, We can get the conclusion that the government and region industrial policy could and should be the push force of industrial cluster formation and development, and should continue to play the important role in upgrading the industrial cluster competition virtue, pushing conventional industrial cluster towards the modern industrial cluster.
