Emergency Management Of Meteorological Disasters In Anhui Province And Its Countermeasure

Research shows that extreme weather and climate events and disasters in China will become more complex and changeable in the future.The risk of extreme weather and disasters,such as high temperature,drought and heavy precipitation,will further intensify.The intensity of meteorological disasters will continue to increase.Derivative and secondary disasters caused by meteorological disasters will cause increasing losses and impacts on social economy and people’s lives.The situation of resisting catastrophes is not optimistic.In addition,China’s rapid economic and social development since the reform and opening up,the level of urbanization throughout the country continues to improve,and social wealth continues to increase,which is in the critical period of economic and social transformation.Referring to the development process of the world,GDP is between $500 and $3000,which corresponds to the most serious bottleneck period of population,resources,environment,efficiency and equity.At present,China’s social development is in this stage of frequent instability,which is prone to economic imbalance,social disorder,psychological imbalance and other contradictions.It is necessary to adjust and rebuild social order and ethics.At this stage,the economy has changed from closed and unified to open and internationalized,from planned economy to market economy,and the social and political management system has changed from individual power to democracy and rule of law.A series of changes in the government’s administrative functions and various social systems have brought about conflicts and problems between power and interests at all levels of society.The unbalanced economic development of different parts of the country has played a positive role in widening the gap between the rich and the poor.Various social contradictions emerge endlessly,and various risks interweave,showing the interaction between natural and human factors,the interaction between traditional security and non-traditional security factors,and the interweaving of old and new social contradictions.In the process of industrialization,urbanization,internationalization and informationization,the relevance,derivation,complexity and unconventionality of emergencies areincreasing.The trend of cross-regional and internationalization is becoming more and more obvious.The economic losses and social impacts caused by meteorological disasters are much greater than in the past,which increases the difficulty of emergency management.At the same time,in the process of building a well-off society in an all-round way,the public put forward higher requirements for the government to effectively respond to meteorological disasters and ensure public safety,which is also a great test of our government in the critical transition period.Based on this,this paper starts with the relevant background and concepts,and analyses in detail the related problems of Anhui meteorological disaster emergency management system from four aspects.First,through the theoretical analysis of the emergency management system of meteorological disasters,this paper summarizes the related concepts and development process of emergency management,the characteristics of meteorological disasters and the composition of the emergency management system of meteorological disasters.Secondly,the current situation and existing problems of the emergency management system of meteorological disasters in Anhui Province are analyzed in detail,including the organization and management,the construction of the rule of law,the issuance of early warning and the emergency disposal,so as to further study the related needs of the construction of the meteorological disaster prevention system in Anhui Province.Thirdly,by introducing the construction of emergency management system for meteorological disasters in Japan,Russia,Canada and other countries,we can learn from advanced management experience and practices.Fourthly,the countermeasures and measures for improving the emergency management system of meteorological disasters in Anhui Province are put forward,focusing on strengthening the prevention of meteorological disasters,further improving the organization and contingent construction of emergency management of meteorological disasters in Anhui Province,further emphasizing the main responsibility of meteorological disaster prevention,strengthening the emergency preparedness system of meteorological disasters,and strengthening meteorological monitoring and forecasting.The construction of early warning information dissemination system for public emergencies and the investigation andassessment of meteorological disasters are analyzed in depth.
