The ocean will be powerful used in21Century. Human has made use ofthe ocean for a long time, the competition by every country in the worldbecame more and more acuteness. China is a big country in ocean sources,and it is supposed to enhance ocean consciousness by every one, strengthenthe ocean task, logical using the ocean sources, develop the ocean economy,protect the environments, and protect the country. Currently, lots ofocean project started, for example, usage of ocean power, seashoreconstruction, port construction, seashore tourism, more and more moneyentered, the cost control of ocean projects will more and more important.Author will use the information of cont management and experience of oceanproject. Using the method of refer to some information and consult expert,find the cost control problem in different part of ocean research project,for example in early days, stock time, research time, data process timeand check time. wish to find out the method in solving the ocean RenewableSources of Energy Investigation cost control problem, save money, and givea reference to cost control of latter ocean project.This thesis discusses about the principles of project cost control,according to the project of “908Chinese Offshore Renewable Sources ofEnergy Investigation”, combine theory with practice, find out theproblem about cost control in ocean investigation project. Then, itanalyses this problem, and gives method to solve it. This paper iscomposed of many parts below: (1) Summarizing the basic theories on project cost control.According to the development of project cost control theoretics in moderntime, analyze and expatiate the project cost control definition,essentiality, principle, and so on.(2) Analyze the project of ocean Renewable Sources of EnergyInvestigation. Firstly, introduce the enterprise of National OceanTechnology Center. Then, based on characteristic of ocean investigationproject and actual management, analyze the project cost, find out theproblem about cost control in project period.(3) Demonstration analyze. After analyzed the basic theories,combined with the project, research every part of the project, and solvethis problem. It includes: the cost control in early days, in calculatingcost budget, in the beginning of project, in buying instruments, inorganizing on sea work, in data processing, in check time.Based on analyzed the project, amplify on the ocean project costcontrol, give a reference to cost control, achieve the purpose of optimizemanagement, reduce cost and high efficiency.
