Mobile Community Geographic Information(MCGI) refers the phenomenon that commonpeople use mobile devices to create and use geographic information.It has changed thetraditional that users just pretend as a data user, but additionally,as a data creater.A list of Mobile Applications posed up based on MCGI.With the popularization ofSmartphone.3G network as well as the richness of inner modules,Mobile phones has become amain carrier of MCGI.Most of the rescent applications on Mobile GIS,they come to a same problem that thedevelopment and deployment is large restrict on operation platform;and it requires high level ofprofessional acknowledge. All these do a limited to the development of MCGI.Based on the background mentioned above, this paper has a research on the followingaspects and gets Corresponding Conclusions:(1) The relationship between MCGI and OpenSource Software refers to the same opinionon the subjective initiative of people.It even refers to an application on GIS field of bazaar mode.It takes the development of Rhodes framework as an example to have a research on the Bazaardevelopment model.All these were done to have a further comprehension on MCGI.(2) To have a summary of location-based services and the current application poses up bythe MCGI phenomenon,and then come to a summary application model.(3) Have a research on some key technologies of MCGI,the cross-platform schemementions from the network to the client part. It helps a lot to solve the difficulties incross-platform application.(4) At last of this paper,it posed up a cross-platform solution for MCGI.Using Rhodesframework on the mobile part.And on the server part,it used Rest style and Mashup to deploy aWeb GIS Service.The whole technical route is realized under Open Source Software.
