User Generate Geographic Content (UGGC) is used to discribe the phenomenon of citizens creating and sharing Geographic Information with the non-expert tools. User is not just act as Geographic Infromation (GI) user, but also as the GI producer. It is a new research area about UGGC, which started in 2006. Neogeography, Volunteered Geographic Information, Geographic Wikis are as the representations. After 2009, papers appears in China about this research direction. Users participating in generating GI will lay a good data foundation for the improvement of GI services that oreinted to the general citizens.This paper analyzes the UGGC phenomenon, and think that the major value of UGGC is ordinary people create and share local GI. Local GI is a unique geographical information, the authors divide it into local knowledge and on-the-spot environmental indicators , which means local condition. In this process,'people'is listed as an important role, ordinary people become data sensors of there life and working environment, providing real-time, in field and large range of local GI. Moreover, it transferred the currently mainstream platform, wich is'fixed network + PC', to mobile environment, and using the ubiquity of mobile phone as the auxiliary public participation tools. The author proposes the'people + mobile phone = local GI sensor'data collection idea, which is defined as Mobile Comunity Geographic Information.This research focus on the'collection'stage of Mobile Community Geographic Information, mainly forms the following aspects of research:⑴The classification of participants. People's spontaneous participation plays a key role in collection of local geographical information. People have the ablities of selective and intelligent. How to targeted and effective inspire people's enthusiasm, need to study the role, characteristics, motivation and the task of the the participants. In the end propose a classification method of participants.⑵The design of auxiliary tools. Through articulated sensor (internal and external), mobile phone has already transfered from the traditional communication tool into measuring instrument. Using the wireless network infrastructure, mobile phone can realize the creating and sharing local geographic information. Morover, for the huge participation number, the mobile phone's resource-based restrictions and the complexity of mobile environment, this paper introduces the open source mobile development framework and the mobile computing clouds technology, puts forward the solution of the cloud server side transferition.Finally, this paper designs two experiments, which are industry public application and the general public application, to verify and perfect the theory.
