Research On Evaluation And Countermeasure Of Coordinated Development Of Population, Resources, Environment And Economy In Hebei Province

Development is the eternal theme of humanity, in the past people simply thought that development is economic growth, however, accompanied by the rapid increase of material wealth of society, population growth, resource depletion, environmental degradation, a series of questions appears, seriously threat to human survival and development, thereby achieving the coordinated development of population, resources, environment and economy is the inevitable choice to address the challenges of human development, an important way of sustainable development. Hebei Province also faces the coordinated development problems among population, resources environment and economy in the economic and social development process, these problems constraints Hebei Province’s economic and social health and sustainable development. Using 1998-2010 data of population, resources, environment and economy of Hebei Province to build Hebei Province’s coordinated development evaluation system of population, Resources, Environment and economy, the indicator system contains population systems, resources and environment system and economic system; and then use the principal component analysis method to assess the indicator system to reflect the level of development of each system, determine the level of development of each system; according to the level of comprehensive development, use the statistical regression analysis method to determine the model of the development of coordination among the various systems, according to the proportional relationship among the systems in the coordinated development model calculate the coordination coefficient, construct the system of coordination coefficient; and then integrate the level of coordination and development to develop two indicators :the static indictor- "coordinated development coefficient" and the dynamic indicator -" coordinated development trend index " to measure the coordinated development of coordination of Hebei Province ,and on this basis ,put forward countermeasures and suggestions to promote the coordinated development among population, resources, environment and economy of Hebei Province, expected the research results can play a reference in the policy making of Hebei Province’s government to build a harmonious society, and provide a copy to promote healthy and sustainable development of Hebei Province.The main innovation of this paper is: prior to this, a large number of scholars have studied the coordination among population, resources, environment and economic systems, also many scholars have studied the development level of the four, but most of these studies isolated the coordination and development issues, unable to combine the coordination and the development level, regarding the research of coordinated development among population, resources, environment and economy of Hebei Province are even scarcer. A more comprehensive empirical analysis through using SPSS software, statistical principles ,quantitative analysis and other mathematical means are used to research the data of China Statistical Yearbook and Statistical Yearbook of Hebei Province, on the basis of studying the coordination of the three systems ,put forward the "coordinated development factor "reflecting the static level and the coordinated development trend index reflecting the dynamic level, combine coordination and development level to research coordinated development of Hebei Province among population, resources and environment and the economy, proposed the recommendations for promoting the economic and social development of Hebei Province.
