Research On The Coordinated Development Of Economy And Environment In Hebei Province

Since China’s reform and opening up, China’s economic has developed rapidly. But atthe same time, environmental pollution and destruction also came into people’s eyes. Withthe increasingly prominent contradiction between economic growth and environmentaldamage, people gradually realized the relationship between economic development andenvironmental protection should be peaceful coexistence and coordinated developmentcome into a serious situation. In the fact of tightening resource constraints, seriousenvironmental pollution, ecological degradation, the18th of the National People’s Congresspoints out that we should promote the building of ecological civilization, to reverse thetrend of ecological environment deterioration. Put the construction of ecological civilizationin prominence, blend in economic construction, political construction, cultural construction,social construction and the whole process, strive to build a beautiful China, to realize thesustainable development of the Chinese nation.In recent years, Hebei province has achieved great success in its economic and socialdevelopment, at the same time, it also inevitably bring about environmental pollution andecological degradation and other issues. Hebei province want to gain sustained and rapideconomic growth, but it’s suffering from resources and environment pressure, then thecoordinated development of the economic growth and environmental quality is especiallyimportant. So research on the coordinated development of economy and environment is ofgreat significance for sustainable economic development in Hebei.The specific research contents and conclusions are as follows:(1) The basic theory and the analysis of the status quo. This part first introduced therelationship between economic development and environmental protection and the basictheory of coordinated development of economy and environment, then used the economicaggregate, industrial structure and economic development mode to introduce the economicdevelopment situation of Hebei province and from the aspects of atmospheric environment,water environment, solid waste, explains environmental quality situation in Hebei province.(2)Use kuznets curve simulation and analysis on the relationship between the economyand environment in hebei province. This part selected industrial wastewater emissions,industrial waste gas emissions and solid waste production as environmental indicators, andeconomic indicators for environmental kuznets curve simulation. It concluded that theindustrial "three wastes" and economic growth of the environmental kuznets curve show N type, among them, the simulation curve of the industrial waste gas and industrial solidwaste is on the left part of the inverted U-shaped curve, and in the phase of rising all thetime. Simulation curve of the industrial wastewater has crossed the inflection point, beganto decline in the direction of development.（3）Calculate and analyze on economic and environmental coordinated developmentdegree of Hebei province. Use economic and environmental data from1998to2012inHebei province building model, to calculate the coordinated development of economy andenvironment. The conclusion shows that from1998to2012, level of economy andenvironment coordinated development in hebei province showed a trend of improvement inthe overall, among them, the decline range from1998to2003in disorder, from2004to2005, in the excessive harmonic interval, from2006to2012, the overall date is in theinterval of coordinated development.(4) Analysis of problems existing in the development of economy and environment inHebei province and put forward countermeasures and suggestions. This part points out thatthe economic development has a strong dependence on environmental resources economicdevelopment, economic quality is not high, environmental protection consciousness is weakand other problems, then put forward countermeasures such as the transformation of themode of economic development, optimize the allocation of resources, strict control ofpollutant discharge, developing coastal economy and so on.
